A delegation from the International Committee of the Red Cross (ICRC), on Thursday, 26 February 2026, paid a strategic working visit to 21 Special Armour Brigade, Bama, as part of ongoing efforts to strengthen collaboration, enhance civil–military synergy, and promote sustainable development in Bama Local Government Area of Borno State.
According to a press statement personally signed by Lieutenant AM Sani, Acting Assistant Director, Army Public Relations, 21 Special Armour Brigade, Bama, the development was formally confirmed by the Brigade headquarters.
The delegation, led by Major Livinus Jatto (Rtd), was received at the Brigade Headquarters in Bama, where discussions centered on fostering mutual understanding between humanitarian actors and the military in the operational environment. The visit underscored the shared commitment of both institutions toward stabilizing the area, supporting vulnerable populations, and consolidating the gains recorded in ongoing counterinsurgency operations.
In his remarks, the Commander 21 Special Armour Brigade Bama Brigadier General Tosin Ayoola appreciated the ICRC for its consistent humanitarian interventions in the North-East, particularly in areas affected by insurgency. He emphasized the importance of sustained cooperation between security forces and humanitarian organizations in addressing both security and socio-economic challenges confronting the local populace. He noted that security and development are interlinked, and that effective collaboration remains critical to restoring normalcy and promoting economic growth in Bama LGA.
Speaking on behalf of the delegation, Major Livinus Jatto (Rtd) highlighted the ICRC’s mandate to provide neutral, impartial, and independent humanitarian assistance to affected communities. He stated that the visit was aimed at reinforcing coordination with the Brigade, ensuring clarity of roles, and aligning efforts to better serve the people. He further reiterated the organization’s commitment to supporting livelihoods, facilitating access to essential services, and maintaining continuous engagement with community stakeholders to enhance trust and understanding.
The engagement also provided an opportunity to deliberate on strategies for improving communication channels between the military, humanitarian partners, and the local populace. Both parties agreed on the need for sustained dialogue to ensure that ongoing interventions effectively address community needs while respecting operational realities.
