Electricity Act Key To Hybrid Energy Models, Gas-Powered Mini-Grids – REA Boss

The Chief Executive Officer of the Rural Electrification Agency (REA), Abba Aliyu, has identified the Electricity Act as a major enabler for the development of hybrid energy models and gas-powered mini-grids across Nigeria.

Speaking through his representative, Japheth Ailenataman, at the Oriental News Nigeria 2025 Conference held in Lagos, Aliyu said the Act provides a strong foundation for cleaner energy solutions, particularly through the integration of gas into Nigeria’s energy transition framework.

The conference, themed “Integrating Nigeria’s Gas Potential Into Strategic Energy Transition Initiatives,” brought together stakeholders across the energy sector to explore new pathways for sustainable and inclusive power development.

Aliyu explained that the Electricity Act emphasizes technology neutrality, allowing room for innovative energy models including off-grid and embedded generation powered by gas. He stressed that gas qualifies as a cleaner fuel under the Act and should be considered a vital component in bridging Nigeria’s energy access gap.

“The REA’s hybrid mini-grid project design supports off-grid gas-powered systems in sub-urban and rural communities where such solutions are technically and economically feasible,” he stated. “The Act grants states the right to regulate electricity markets within their jurisdiction, thus promoting decentralized energy systems.”

He noted that these reforms have lowered the barrier for independent power producers and mini-grid developers, including those adopting gas technology, which in turn boosts private sector participation.

Highlighting the agency’s ongoing efforts, Aliyu cited examples such as the 12MW embedded hybrid system at the University of Maiduguri and other similar projects under REA’s energy education programme, which showcase the potential of solar-gas hybrid systems in powering economic hubs and public institutions.

He added that the recently launched National Programme for Solar-Powered Public Institutions (NFPS) further underscores the federal government’s commitment to embedded solar hybrid mini-grid systems. Aliyu called on states to align with REA’s interventions to realize national energy transition priorities.

“This integration offers significant benefits—reducing emissions, providing a reliable power base, supporting productive electricity use, and enhancing economic development,” he said.

Aliyu reaffirmed REA’s commitment to Nigeria’s energy transition and net-zero goals, stressing that the agency will continue to drive decentralized energy solutions through solar-gas hybrid mini-grids.

“We are committed to ensuring that rural electrification becomes a critical pillar in achieving Nigeria’s energy transition plan,” he concluded.
