“The project strengthens school security and civil military relations under the Chief of the Naval Staff’s intervention scheme”.

The Nigerian Navy has commissioned a perimeter fence at Omolaiye Community Primary School in Agbede, Ikorodu North Local Council Development Area of Lagos State, as part of efforts to improve school security and promote community development.
The project, executed under the Chief of the Naval Staff’s Special Intervention Quick Impact Project Scheme, was commissioned on Tuesday, October 13, 2026, in honour of Rear Admiral Adedotun Olukayode Ayo-Vaughan.
Representing the Chief of the Naval Staff, Vice Admiral Idi Abbas, at the ceremony was Rear Admiral Kolawole Olumide Oguntuga, who conveyed the naval chief’s goodwill message and congratulated the community on the completion of the project.
Oguntuga said the initiative reflected the Nigerian Navy’s commitment to strengthening relations with host communities through projects that address pressing social needs and support government development efforts.
He noted that a safe learning environment remained essential to educational development, adding that the newly constructed fence would help restrict unauthorised access to the school and protect its facilities, pupils and teachers.
According to him, the Nigerian Navy recognises that national security and sustainable development are closely connected, requiring security agencies to complement their core responsibilities with initiatives that improve the welfare of citizens.
He urged the school authorities, community leaders and other beneficiaries to protect and maintain the facility to ensure that it continued to serve present and future generations.
The naval representative also commended Ayo-Vaughan for identifying the school’s security needs and facilitating the project through the Chief of the Naval Staff’s intervention scheme.
He said the project demonstrated the importance of leadership that translates available resources into practical benefits for communities.
Earlier, Ayo-Vaughan, the project facilitator and Director of the Presidential Communication Command and Control Centre in the Office of the National Security Adviser, said the commissioning represented more than the completion of a physical structure.
He described the project as an investment in hope, dignity and educational opportunity, stressing that children deserved a safe and conducive environment in which to learn.
Ayo-Vaughan explained that the Chief of the Naval Staff introduced the Special Intervention Quick Impact Project Scheme in 2024 to strengthen civil military cooperation and enable senior naval officers to support community development through projects addressing critical social needs.
He said the perimeter fence was designed to prevent unauthorised access and reduce incidents of theft and burglary, particularly the loss of school property such as chairs, ceiling fans and other essential facilities.
The project facilitator expressed appreciation to the Chief of the Naval Staff for sustaining the initiative and encouraging naval officers to contribute to the development of communities.
He also acknowledged the contributions of the education secretary, Alhaji Olumebo Taiwo Abiodun; the school head teacher, Mrs Kande Oyinleye; the Baale of Omolaiye Community, Alhaji Chief S.A. Balogun Agbaje; and other community leaders and stakeholders.
Other dignitaries at the ceremony included Rear Admiral Nnamdi Ekwom, Chief Staff Officer of the Western Naval Command; the Commander of Nigerian Navy Ship QUORRA; Prince Osibajo Adebola Zachaeus, community leader; and Alhaji Salahudeen Adeshina, Chairman of the School Based Management Committee, alongside teachers, pupils and residents.
The Navy reaffirmed its commitment to partnering with communities across Nigeria to promote peace, security, stability and development, while stakeholders were encouraged to sustain the collaboration that made the project possible.
