The Civil Society Legislative Advocacy Centre (CISLAC) has paid tribute to former Nigerian President Muhammadu Buhari following his recent passing, describing his legacy as one marked by early discipline, civic engagement, and enduring lessons for future leaders.
In a statement issued on Sunday, CISLAC’s Executive Director and Head of Transparency International Nigeria, Comrade Auwal Musa Rafsanjani, expressed heartfelt condolences and prayed for the peaceful repose of Buhari’s soul.
“May his soul rest in peace. Nigerians will particularly remember him for his early leadership as a military head of state, during which he launched the War Against Indiscipline (WAI),” Rafsanjani said.
He highlighted how the WAI campaign helped instill civic responsibility, orderliness, and national pride among Nigerians, noting that people became more punctual, observed public etiquette like queuing, and respected national symbols during that period.
While acknowledging the impact of Buhari’s early leadership, Rafsanjani also noted that his military administration was criticized for human rights violations—a concern that continued to shape his legacy even after his return to power as a democratically elected president in 2015.
According to CISLAC, Buhari’s election sparked widespread hope for reforms in areas such as security, anti-corruption, and youth unemployment. However, Rafsanjani observed that while Buhari began with high public trust and international support, expectations were not fully met, particularly during his second term.
“Governance is complex, and despite his noble intentions, internal political dynamics and the influence of certain figures within his administration posed serious challenges,” Rafsanjani stated. “This teaches us that leadership must extend beyond vision; it must include execution, transparency, and accountability.”
CISLAC emphasized that Buhari’s presidency helped shape public discourse on key national issues and served as a platform for civil society engagement on governance and institutional reform.
As Nigeria reflects on his life and times, Rafsanjani urged present and future leaders to draw on the lessons of Buhari’s tenure—especially the importance of public trust, discipline, and placing national interest above personal or political gain.
