OPERATION WHIRLWIND: Customs Seizes 67,000 Liters of PMS In One Month, Smuggling Efforts Curtained


In a significant move to combat the illegal smuggling of Premium Motor Spirit (PMS) amidst the ongoing fuel scarcity in Nigeria, Operation Whirlwind has recorded major success. The operation, which has been in effect since May 2024, has led to the seizure of 67,000 liters of PMS within just one month, with a total duty paid value of ₦84.8 million.

The initiative, coordinated by the Office of the National Security Adviser (ONSA) and led by Comptroller Hussaini Ejibunu of the Nigerian Customs Service (NCS), aims to curb the illegal export of PMS through borders, particularly in the Niger/Kwara axis. The operation has effectively reduced smuggling activities and saved Nigeria substantial resources, particularly during a time when the nation faces significant petroleum shortages.

Recent interceptions include the seizure of 38 and 61 kegs of PMS, valued at ₦2.97 million, in the Gwanara axis of Kwara State, on September 17 and 18, 2024. On September 30, a Customs team led by Chief Superintendent Waziri Mohammed intercepted 90 kegs of PMS worth ₦2.7 million. Furthermore, two trucks, each carrying 33,000 liters of PMS, were intercepted, with a total duty paid value of ₦79.2 million.

In total, the operation has seized 67,000 liters of PMS, with a duty paid value of ₦84.87 million, marking a major blow to the illicit fuel trade. As part of its commitment to fighting fuel smuggling, the Nigerian Customs Service has also auctioned off the seized PMS to the public.

Comptroller Ejibunu has issued a stern warning to smugglers, emphasizing that the service will continue its rigorous enforcement efforts. He called on industry stakeholders, including the Nigeria Midstream and Downstream Petroleum Regulatory Agency (NMDPRA) and security agencies, to join forces in addressing the fuel smuggling crisis.

“We will continue to arrest and seize these products until smugglers cease their illegal activities,” Comptroller Ejibunu stated. “People are suffering due to artificial scarcity, and yet some are enriching themselves by smuggling fuel outside the country. This will not be tolerated.”

The operation has resulted in one arrest, with the suspect granted administrative bail. The two seized trucks have been handed over to NMDPRA for further investigation. The Customs leadership, under the direction of Comptroller-General Bashir Adewale Adeniyi MFR, has reiterated its zero tolerance for smuggling and its commitment to ensuring the security and well-being of the Nigerian people.
