The National Inland Waterways Authority (NIWA) has revealed that the recent boat mishap in Kupa, Kogi State, was caused by the boat driver’s attempt to evade NIWA Water Marshals. The incident occurred over the weekend, as the wooden boat departed Ebbe community in Kupa South District, Lokoja Local Government Area, at around 1:00 am.
A witness and sources within NIWA disclosed that the boat was navigating under poor visibility and carrying passengers and goods, though the exact tonnage remains unconfirmed. The mishap happened a few minutes before 4:00 am, reportedly while the Marshals were en route to Katcha Market in Niger State.
NIWA’s rescue teams from Lokoja and Niger Area offices responded promptly, rescuing 69 passengers. Of those, 24 have been hospitalized, while the rest have reunited with their families. Six fatalities have been confirmed so far, debunking earlier reports of 200 deaths.
NIWA sources noted the challenges faced during the rescue and investigation, citing the hostile attitude of the local community. “Villagers are unwilling to provide information about the boat driver or owner, likely out of fear of arrest and prosecution,” a source said.
NIWA is working to recover the submerged boat to ascertain its registration status and carrying capacity. The agency has also called on the Kogi State Government for stronger collaboration in sensitizing riverine communities about the dangers of night travel and overloading on inland waterways.
One NIWA official emphasized the need for accurate reporting of the incident: “The 200 deaths figure was unfounded. The Managing Director will continue investigations and report formally to the ministry.”

A passenger who survived the incident stated, “The boat left at 1:00 am, possibly to evade arrest by NIWA Marshals. Visibility was poor at that hour. The boat was carrying passengers and goods before the accident occurred.”
