NAGAFF Raises Concerns Over Challenges Facing Bodogwu Trade Modernization Software Implementation

The Nigeria Customs Service’s pilot phase of the Bodogwu trade modernization software is facing unforeseen challenges, threatening the successful implementation of the system designed to streamline the Customs documentation and clearance process. The National Association of Government Approved Freight Forwarders (NAGAFF) has expressed concern over issues undermining the project, citing human elements as a primary obstacle.

In a press release dated December 12, 2024, NAGAFF highlighted that despite the good intentions behind the software, which was developed by Nigerians to replace the Nigeria Integrated Customs System (NICIS), its rollout has faced resistance, particularly during the pilot stage at Port and Terminal Management Ltd (PTML). NAGAFF acknowledged that the introduction of any new system is likely to encounter initial challenges, but emphasized the need for patience as the issues are addressed.

The Bodogwu software, which aims to enhance Customs automation, has already been used to process over 1,000 Single Goods Declarations (SGDs) involving shipments at PTML, including two vessels that arrived in early December 2024. However, NAGAFF noted significant barriers, including issues with bank payment processing and high demurrage charges from terminal operators.

One of the major concerns identified by NAGAFF is the lack of integration between certain banks, particularly those connected via Interswitch. This has caused delays in payment processing, affecting the overall efficiency of the system. The association has called on banks to urgently integrate their systems and ensure that their branches are well-equipped to process payments via Bodogwu.

In addition, NAGAFF urged the Nigerian Customs Service to exercise its powers to address any attempts to obstruct the implementation of the system, stressing that the success of Bodogwu is critical to the future of the country’s maritime trade and customs operations. The association also called for the suspension of demurrage charges for the next two months to allow for smoother integration of the system with bank operations.

Dr. B.O. Aniebonam, founder of NAGAFF, reiterated the need for all stakeholders to embrace the renewed hope agenda of the present administration, which aims to enhance local content and self-reliance in the nation’s trade and maritime operations. He emphasized the importance of integrity and patriotism in ensuring that the goals of the Bodogwu initiative are realized, urging freight agents to adhere to regulations and make honest declarations for Customs purposes.

NAGAFF remains committed to supporting the transition to a seamless Customs operation under the destination inspection regime and will continue to monitor the implementation of the Bodogwu software closely, advocating for improvements as needed to ensure its long-term success.
