Anambra Police Launches ‘Operation Velvet’ To Enforce Third-Party Insurance, Curb Car Theft

The Anambra State Police Command has intensified its enforcement of third-party motor insurance policies with the launch of Operation Velvet, a strategic initiative aimed at tackling traffic violations, curbing car theft, and ensuring compliance with road regulations across the state.

The Commissioner of Police, CP Ikioye Orutugu, fwc MNIPS PhD, officially launched the operation on February 25, 2025, following the expiration of the grace period given to motorists to obtain valid third-party insurance certificates. The initiative aligns with Section 68 of the Insurance Act 2003, which mandates third-party insurance coverage for all vehicle owners.

According to the police, Operation Velvet is designed to promote responsible driving habits, provide financial protection for accident victims, and safeguard motorists’ properties from theft. The operation involves multiple law enforcement and regulatory agencies, including the Federal Road Safety Corps (FRSC), the Attorney General’s Office, the Motor Licensing Office, the Anambra Road Maintenance Agency, the Nigeria Security and Civil Defence Corps (NSCDC), and other traffic management agencies.

Speaking on the initiative, CP Orutugu emphasized the importance of maintaining order and discipline on Anambra roads, stating that the enforcement drive will enhance safety and ease commuting for residents and visitors.

The Police Public Relations Officer, SP Tochukwu Ikenga, reiterated that the collaboration among the agencies will ensure strict compliance with traffic laws while addressing rising concerns over vehicle-related crimes in the state.

With Operation Velvet now in full effect, motorists are advised to comply with insurance and traffic regulations to avoid penalties and contribute to a safer road environment in Anambra.
