…No room for excuses as Minister demands results driven governance

The Minister of Marine and Blue Economy, Dr. Adegboyega Oyetola, has sounded a clear note of urgency to heads of agencies under his supervision, insisting that performance must now be measured in tangible outcomes rather than promises.

At a high level ministerial management retreat held in Lagos, the Minister warned that the era of routine administration had given way to a results driven culture anchored on accountability and efficiency.

The gathering, which coincided with the 2026 first quarter stakeholders engagement, became a defining moment as agency heads were compelled to commit to strict performance benchmarks.
Central to the meeting was the signing of performance bonds, a move Oyetola described as a binding contract between leadership and the Nigerian people.

He made it clear that the agreements were far from ceremonial, stressing that compliance would be closely monitored and outcomes rigorously evaluated.

According to him, every department and agency must align with the Ministry’s strategic vision, with a firm focus on measurable deliverables and institutional discipline.

The Minister underscored the importance of data driven governance, noting that credible metrics and monitoring frameworks would now guide policy execution and assessment.

He explained that the retreat was deliberately structured to bridge the gap between policy formulation, implementation, and stakeholder expectations.

Oyetola further noted that the engagement provided a platform to listen, reflect, and recalibrate strategies in line with emerging realities in the maritime sector.

The warning comes against the backdrop of what the Minister described as remarkable gains recorded by the Ministry in recent years.

He disclosed that revenue generated by agencies rose sharply from ₦700.79 billion in 2023 to about ₦1.83 trillion by the end of 2025, representing a 160 per cent increase.

The surge, he said, was driven by sweeping reforms, improved regulatory oversight, digitalisation of processes, and deliberate efforts to block leakages.

Beyond revenue growth, the Minister highlighted ongoing efforts to reposition Nigeria’s maritime industry, including plans to revive a national shipping carrier.

He revealed that discussions with global partners are already at an advanced stage, with expectations that the new carrier will boost indigenous capacity and create jobs.

Attention was also drawn to the Federal Government’s expansive port modernisation programme, which Oyetola insisted is not limited to Lagos but extends to key eastern ports and emerging deep seaport projects.

The climax of the retreat was the formal signing of performance bonds with chief executives of major maritime agencies, including the Nigerian Ports Authority, Nigerian Maritime Administration and Safety Agency, Nigerian Shippers Council, National Inland Waterways Authority, Maritime Academy of Nigeria, and the Council for the Regulation of Freight Forwarding in Nigeria.

Others are research and training institutions across the sector, all now bound by a renewed mandate that leaves little room for underperformance as the Ministry pushes to consolidate reforms and sustain momentum in Nigeria’s marine and blue economy.
